TQI is staffed for the shipyard that awarded them this contract. The recompete will evaluate teams for the shipyard the Navy is spending billions per year to build. One O&M funding line absorbed an 11% budget spike in a single year, driven by the Cloud First mandate and funded at $15.506M of new program dollars. A second line grew 17% in one year on the back of AUKUS alone, adding 147 civilian FTEs and $44M of non-labor capacity at this specific facility.
The winner of this recompete won't look like TQI. They'll look like whoever shows up to the pre-solicitation engagement already speaking the government's FY26 language.
